Why most sellers assume it does not apply to them

Extended producer responsibility for packaging applies not where your company is established, but where the packaging reaches the market. Anyone shipping from Germany to France becomes subject to obligations in France — in addition, not instead.

That regularly comes as a surprise, because three assumptions are widespread: that the marketplace takes care of it, that it only starts above a certain volume, and that the PPWR is a topic for 2030. None of the three is quite right. Marketplaces have to verify their sellers’ registration and block listings where it is missing — the duty stays with the seller.
